Who founded ISIS?

Donald Trump recently claimed repeatedly that President Obama "founded ISIS". Later, he claimed it was sarcasm, but even if anyone believed that it was sarcasm, the effect on his base is the same. Many, if not most of his supporters got the message - "Obama founded ISIS!", just like his "second amendment" remedy to keep Hillary Clinton from appointing SCOTUS justices, he's giving permission for his unhinged supporters to react with violence.

But while we're on the subject, let's take a look at the founding of ISIS.

Abu Bakr al-Baghdadi is the leader of ISIS.

Contemporaries of al-Baghdadi describe him in his youth as being shy, unimpressive, a religious scholar, and a man who eschewed violence. No one really noticed him.

Al-Baghdadi was arrested as a "civilian detainee"" by US forces on 2 February 2004, and detained at the notorious Abu Ghraib Prison, where he is believed to have been (tortured?) radicalized. December 2004, he was recommended for release by a Combined Review and Release Board. He was released as a "low level prisoner."

If an American President can be said to have founded ISIS, I nominate President Cheney. Oops, I meant GW Bush.
